The Teachers' Conference and ExCEL Fest (TCEF) is organised biennially by the Ministry of 91传媒 (MOE) for teachers to learn together as a fraternity. Held from 3 to 5 June 2025, TCEF2025 will welcome over 18,000 participants and presenters, including teachers from Special 91传媒 schools who will be sharing their insights and practices for the first time at TCEF.
2. Themed 'Readying Our Students for the Future', the conference will provide local educators with opportunities to learn, connect and engage with thought leaders and practitioners on exemplary classroom practices in educational technology implementation and the development of 21st Century Competencies in students.
3. Minister for 91传媒 Mr Desmond Lee was the Guest-of-Honour at the Opening Ceremony of TCEF2025, where he underscored the importance of investing in our teachers' professional development and attracting diverse talents to join the teaching fraternity. At the event, Minister Lee also presented the Minister's Innovation Award, the MOE Innergy Award and the MOE Outstanding Innovator Award to deserving project teams and recipients.
4. Among the conference sessions, two sessions will explore the development of 21st Century Competencies in our students through an Interdisciplinary approach, as well as how to empower diverse learners. Participants can access conference schedules, learning materials, and interact with other participants on their learning and insights via the TCEF2025 mobile application.
5. Ahead of TCEF2025 from 6 May to 2 June 2025, teachers also observed best practices in authentic classroom settings through Open Classrooms and participated in Learning Journeys.
Review of Postgraduate Diploma in 91传媒 programme
6. As part of continued support for teachers' professional learning, MOE and the National Institute of 91传媒 (NIE) are reviewing the Postgraduate Diploma in 91传媒 (PGDE) programme1. The 16-month programme offered by NIE aims to equip degree holders with content knowledge and pedagogical skills, underpinned by professional values, to teach in Singapore schools. The programme is fully funded by MOE and covers education studies, curriculum studies, practicum, and language enhancement and academic discourse skills.
7. Under the review, MOE and NIE will refine the PGDE programme to further enrich professional learning and development of new teachers by providing:
- Strengthening professional learning support for teachers: Drawing on its current strengths, the PGDE will be refreshed into a year-long programme that enhances the theory-practice nexus. Upon their graduation from the PGDE programme, Beginning Teachers can look forward to more opportunities to hone their teaching skills through practice-oriented learning grounded in authentic classroom experiences.
- Greater flexibility in learning: The review will examine ways to provide new teachers with greater autonomy to customise their learning based on their needs and interests during the PGDE programme and when they enter schools.
8. MOE will continue to welcome teachers with diverse experiences, including mid-career individuals, who bring valuable expertise and perspectives to share with students and fellow educators.
9. More details about the review will be shared when ready. Students who are currently enrolled in the PGDE programme will not be affected by the review.
MOE Innovation Awards
10. A total of 11 projects received the Minister's Innovation Award for the year 2024. As the Ministry's pinnacle innovation award, it recognises innovations with large scale, system-level sustainable impact from across MOE HQ, schools and MOE's statutory boards. Award-winning projects include Pei Hwa Secondary School's Holistic Student Development Dashboard and the MOE Student Development Curriculum Division 1's 91传媒 and Career Guidance Exploration Space. Please refer to the Annex for the list of award-winning projects.
11. The Award complements the MOE Innergy Award, which recognises individuals and teams at the ministry level for developing and implementing innovations with significant benefits or impact in their workplaces, and the MOE Outstanding Innovator Award, which recognises individuals who have been key influencers of innovation in their workplaces or beyond.
12. The MOE Innergy Gold Award and MOE Outstanding Innovator Award were presented to 24 teams and 37 individuals respectively.
